Number 3 solved the problem.

For those of you who encountered the same problem, here is the detail instruction.
Go to Settings/control panel.
Click Regional and Language Options. Click the "Advanced" tab.
In the "Language for non-unicode programs" field,
select Chinese(Taiwan). Then, click apply.
That's it.
